Fletcher is one of the major local places where operators get that training, including Coast Guard certifications, and sees about 1,000 students each year in the program, said Adam Al-Ghaithy, a marine instructor in the program.About half of the students are training to operate offshore ships like offshore supply vessels and tugs, known as the “bluewater” market. But the rest go to work in the “brownwater” market, moving crude oil and other materials on inland waters like the Intracoastal.The discussion began because the Morgan City area is among the most dangerous in the country, said Royal Richoux, another instructor in the program. In addition to the bridges and vessel traffic, the Atchafalaya River introduces a strong crosswise currents and lock systems complicate the navigation process.Breck Chaisson, director of the Fletcher's Louisiana Marine and Petroleum Institute, or LAMPI campus, said Fletcher worked with Kongsburg, an international company with expertise in oilfield technology, to map and take pictures of the area and create the simulation. Settoon captains with experience in navigating the area themselves tested and helped tweak the scenarios. The project cost about $20,000 in private and public money, officials said.While other inland-towing simulators exist elsewhere, the collaborators on the project say the simulation of these local waters is unique.It's not just important for new captains, however, the officials say.
